Minutes for 2005 Ontario Chess association Annual General Meeting

 

Meeting was called to order May 21 at 2:00pm in Ottawa between round 1 and 2 of the Ontario Open. Chairperson = Barry Thorvardson president of OCA.

Members present: Barry Thorvardson, Patrick McDonald, Hal Bond, Shivaharan Thurairasan, Herb Langer, Kevin Pacey, Roger Patterson, William Doubleday, Evgeni Kutuzov, Neil Frarey, Bob Gelblum, David Gordon

Observers: Halldor Palsson - CFC , Larry Bevand - CMA.

 

Proxies:

Barry Thorvardson has 2 outgoing proxies (Frank Dixon, Wilf Ferner) and 1 incoming proxy (Wilf Ferner)

Evgeni Kutuzov has 1 outgoing proxy (Michael Barron)

 

Doubleday moved proxies be accepted. Second by McDonald. All voted in favour.

 

There were no minutes for 2004 meeting. Therefore Thorvardson summarized previous Annual General Meeting.

 

Barry Thorvardson read the President's report.

 

Thurairasan moved President's report be accepted. Second by Gordon. All voted in favour.

 

There was no Vice President's report.

 

There was no Secretary's report.

 

Tresurer's report read by Thorvardson

 

Motion moved to defer acceptance of treasurer's report for a later date and a full OCA governor and executive vote. Seconded. All voted in favour.

 

Motion moved by McDonald for full e-mail list to be present on OCA website for all executive and governors. Seconded. All voted in favour. Patterson requested his e-mail not be put on website.

 

Youth report read by Patrick McDonald

 

Motion moved to accept youth report. Seconded. All voted in favour.

Report on 5 year budget was presented.

Thorvardson recommends leagues report total activity.

Motion from Doubleday that from the Other OCA Activities heading in the Expenses column, $500.00 is put aside for the Ontario Open and $500.00 is put aside for the Ontario Closed. Seconded by Frarey. All voted in favour. Motion passed.

Motion from Bond that $2000.00 be allocated for Futurities to be scheduled during summer to be in synergy with international tournaments where Foreign players are invited to take advantage of their presence in Canada. Seconded Frarey. All voted in favour. Motion passed.

Motion from Doubleday that executive consider engineering a proposal to raise provincial fees which can be brought to a full assembly of governors and executive for discussion and ratification. Seconded by Frarey. All voted in favour. Motion passed.

All bids for youth and junior provincial events should be submitted to the Youth Co-ordinator, Patrick McDonald.

All other bids for provincial championships such as Closed, Women's, Senior should be submitted to the Vice President, Hal Bond.

Motion for Budget to be adopted as modified. Seconded. Against:Patterson;. For: everyone else.

Motion for OCA to recommend bid for Canadian Closed and the Canadian Women's Closed to be 2 separate events held simulaneously for August 2006 in GTCL region. Seconded. Against : Patterson; For : everyone else.
